How a Bill is Scored
An important part of the bill process is the Budget Committee reviewing bill and giving it a score which will be looked at during voting on the bill. Below is the current rubric being used and an explanation of how to obtain/lose points.
Does it reach the on-campus student?
This focuses on the size of the program.
- 2 points: Campus-wide, All Hall, or Neighborhood programs
- 1 point: Floor or Organizational
- 0 points: Not for on-campus students
Does it impact the on-campus student?
This focuses on the effect of the program on residents.
- 2 points: Very impactful (possible professional presence or major takeaway)
- 1 point: Impactful (moderate takeaway)
- 0 points: Little to no impact (no mental, physical, or educational takeaway)
Is it accessible for the target audience?
This focuses on the location of the program.
- 1 point: On-campus or off-campus with planned transportation
- 0 points: Off-campus with no planned transportation
Is there another source of funding?
This focuses on the funding provided by the host.
- 1 point: At least 20% of funding provided by host
- 0 points: Under 20% provided by host
Is it cost efficient?
This focuses on cost per person for the program.
- 2 points: Very cost efficient
- 1 point: Cost efficient
- 0 points: Not cost efficient
Is it reasonable?
This focuses on the practicality of the items listed in the bill budget.
- 2 points: Items listed are reasonable
- 1 point: Small amount of unnecessary items
- 0 points: Many unnecessary or unreasonable items
Is it sustainable?
This focuses on the sustainable practices in the program.
- 1 point: There are sustainable practices (recycling used decorations, etc.)
- 0 points: No sustainable practices
After review, the rubric will be presented to House and Budget Committee will declare their recommendation of the bill.
